Rockhopper is a friendly pirate penguin. His picture is below.
He is actually called captain rockhopper, that visits the island of club penguin with his pirate ship called the Migrator, about every 2 months.
When he visits he has alot of loot for sale and rare and special items, sometimes he even gives away stuff for free, he collects these items on his adventures to rockhopper island and keeps a journal over them.
His item are listed in the Rockhopper's rare item catalog and are available to members of club penguin at discount prices. When he visist club penguin he will randomly appear on the servers for players to find him.
Tips for locating Captain Rockhopper
#1 Rockhopper keeps changing the server he is on. He is on each for 10-20 min
#2 Rockhopper can be found at different servers at one time.
#3 Rockhopper is on servers with 3, 4 or 5 bars. Depending on amount of people online.
#4 Rockhopper goes online when an important event is going on.
#5 Rockhopper might be hiding under other players so take a look at the room lists
